{"id":475,"date":"2016-04-19T16:45:03","date_gmt":"2016-04-19T14:45:03","guid":{"rendered":"http:\/\/snirscfecgc.neowordpress.fr\/?p=475"},"modified":"2016-04-19T16:45:03","modified_gmt":"2016-04-19T14:45:03","slug":"motion-reorganisations-structurelles-reorganisation-de-structures-ou-de-postes","status":"publish","type":"post","link":"https:\/\/snirs-cfecgc.fr\/?p=475","title":{"rendered":"Motion r\u00e9organisations structurelles, r\u00e9organisation de structures ou de postes"},"content":{"rendered":"<p style=\"text-align: center\"><strong>R\u00e9uni en congr\u00e8s les 4 et 5 novembre 2015, le SNIRS a engag\u00e9 une r\u00e9flexion sur les r\u00e9organisations structurelles,<\/strong><\/p>\n<p style=\"text-align: center\"><strong> mutualisations de service ou de poste, qui sont de plus en plus fr\u00e9quentes.<\/strong><\/p>\n<p>Cette motion a \u00e9t\u00e9 transmise au Pr\u00e9sident, au DRH et au Directeur G\u00e9n\u00e9ral D\u00e9l\u00e9gu\u00e9 aux Ressources du CNRS.<\/p>\n<p>Le SNIRS a re\u00e7u de nombreux t\u00e9moignages d\u2019agents. S\u2019il a pu avoir des retours positifs, il a surtout not\u00e9 des cons\u00e9quences n\u00e9fastes \u00e0 court et \u00e0 long terme tant pour les agents que pour l\u2019organisme et la recherche en g\u00e9n\u00e9ral.<\/p>\n<p>Parmi les constats n\u00e9gatifs, notons : facteurs favorisant des risques psychosociaux (sant\u00e9, temps de trajet d\u00e9s\u00e9quilibrant le rythme vie professionnelle\/vie familiale), d\u00e9perdition de comp\u00e9tences et connaissances\u2026<\/p>\n<p>Par ailleurs, il est fort probable que ces postes ne suscitent que tr\u00e8s peu de candidatures.<\/p>\n<p><span style=\"font-family: Times New Roman,Times New Roman;font-size: medium\">Remarquons aussi que certaines r\u00e9organisations se sont bien d\u00e9roul\u00e9es <\/span><b><span style=\"font-family: Times New Roman,Times New Roman;font-size: medium\">\u00e9tant le fruit d\u2019 une d\u00e9marche d\u2019anticipation et de suivi <\/span><\/b><span style=\"font-family: Times New Roman,Times New Roman;font-size: medium\">: <\/span><b><span style=\"font-family: Times New Roman,Times New Roman;font-size: medium\">sollicitation de tous les acteurs, d\u00e9finition d\u2019un objectif clair et r\u00e9aliste, constitution de groupes de travail, implication des instances r\u00e9gionales, en particulier les CRHSCT*<\/span><\/b><span style=\"font-family: Times New Roman,Times New Roman;font-size: medium\">. <\/span><\/p>\n<p><span style=\"font-family: Times New Roman,Times New Roman;font-size: medium\">Le SNIRS demande \u00e0 la direction de prendre consid\u00e9ration les <\/span><b><span style=\"font-size: medium\">points de vigilance <\/span><\/b><span style=\"font-family: Times New Roman,Times New Roman;font-size: medium\">suivants : <\/span><\/p>\n<ul>\n<li><span style=\"font-family: Times New Roman,Times New Roman;font-size: medium\">Anticipation avec les partenaires concern\u00e9s avec une <\/span><b><span style=\"font-size: medium\">connexion entre pilotage et r\u00e9alit\u00e9 de terrain. <\/span><\/b><\/li>\n<li><span style=\"font-family: Times New Roman,Times New Roman;font-size: medium\">Anticipation de la <\/span><b><span style=\"font-size: medium\">transmission des savoirs et savoir-faire <\/span><\/b><span style=\"font-family: Times New Roman,Times New Roman;font-size: medium\">par la mise en place de biseaux, de passation de pouvoirs et de soutien aux agents. <\/span><\/li>\n<li><span style=\"font-family: Times New Roman,Times New Roman;font-size: medium\">Participation des organisations syndicales dans les comit\u00e9s de pilotage, et ce <\/span><b><span style=\"font-size: medium\">d\u00e8s la r\u00e9daction du cahier des charges<\/span><\/b><span style=\"font-family: Times New Roman,Times New Roman;font-size: medium\">. <\/span><\/li>\n<li><span style=\"font-family: Times New Roman,Times New Roman;font-size: medium\">Retours r\u00e9guliers au CT et CCHSCT* avec <\/span><b><span style=\"font-size: medium\">\u00e9tude d\u2019impact sur les cons\u00e9quences vie professionnelle\/vie priv\u00e9e et risques psychosociaux <\/span><\/b><span style=\"font-family: Times New Roman,Times New Roman;font-size: medium\">pour les agents concern\u00e9s. <\/span><\/li>\n<li><span style=\"font-family: Times New Roman,Times New Roman;font-size: medium\">Mise en place de <\/span><b><span style=\"font-size: medium\">permanences m\u00e9dicales et psycho-sociales <\/span><\/b><span style=\"font-family: Times New Roman,Times New Roman;font-size: medium\">par des m\u00e9decins sp\u00e9cialistes ou experts (\u00ab burn-out \u00bb&#8230;). <\/span><\/li>\n<li><span style=\"font-family: Times New Roman,Times New Roman;font-size: medium\">Attribution de gratifications pour les postes \u00e0 fortes contraintes pesant sur l\u2019\u00e9quilibre des temps de vie ou \u00e9tant d\u00e9tect\u00e9s comme g\u00e9n\u00e9rateurs de risques psychosociaux. <\/span><\/li>\n<\/ul>\n<p>Dans tous les cas, le SNIRS rappelle la GPEC doit rester un outil d\u2019anticipation \u00e0 moyen terme des besoins en comp\u00e9tences et de la valorisation des emplois et comp\u00e9tences<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>R\u00e9uni en congr\u00e8s les 4 et 5 novembre 2015, le SNIRS a engag\u00e9 une r\u00e9flexion sur les r\u00e9organisations structurelles, mutualisations de service ou de poste, qui sont de plus en plus fr\u00e9quentes.
