Annul\u00e9e, cette r\u00e9union \u00e9tait <\/span><b><span style=\"font-size: medium\">sp\u00e9cifiquement consacr\u00e9e \u00e0 ce point<\/span><\/b><span style=\"font-family: Times New Roman,Times New Roman;font-size: medium\">. <\/span><\/p>\n<p><strong>Pr\u00e9ambule<\/strong><\/p>\n<p>Au moment o\u00f9 la DRH du CNRS ouvre des discussions sur la politique indemnitaire, le SNIRS tient \u00e0 rappeler qu\u2019il faut \u00e9galement r\u00e9fl\u00e9chir \u00e0 la politique indiciaire. En particulier, le SNIRS rappelle l\u2019importance d\u2019une refonte des grilles indiciaires pour toutes les cat\u00e9gories, y compris les A et A+ de la fonction publique qui en sont pour le moment exclues. Les personnels de la recherche ne peuvent pas \u00eatre une fois encore les oubli\u00e9s de la r\u00e9forme.<\/p>\n<p><span style=\"font-family: Times New Roman,Times New Roman;font-size: medium\"><strong>En mati\u00e8re de politique indemnitaire<\/strong>, le SNIRS ne rejette pas <\/span><i><span style=\"font-family: Times New Roman,Times New Roman;font-size: medium\">a priori <\/span><\/i><span style=\"font-family: Times New Roman,Times New Roman;font-size: medium\">le RIFSEEP, sans adh\u00e9rer \u00e0 tous les aspects de la r\u00e9forme propos\u00e9e. En effet, une demande de d\u00e9rogation au futur r\u00e9gime commun \u00e0 toute la fonction publique comporterait trop de risq de l\u00e9ser les personnels de la recherche. <\/span><\/p>\n<p><span style=\"font-family: Times New Roman,Times New Roman;font-size: medium\"><strong>Le SNIRS rappelle son attachement aux principes suivants<\/strong> : la refonte de la politique indemnitaire doit b\u00e9n\u00e9ficier \u00e0 tous les agents. <\/span><b><span style=\"font-size: medium\">La part individuelle doit rester relativement r\u00e9duite <\/span><\/b><span style=\"font-family: Times New Roman,Times New Roman;font-size: medium\">et ne peut \u00eatre acceptable que si la transparence la plus grande accompagne son attribution. En particulier, les crit\u00e8res et\/ou objectifs conduisant \u00e0 l\u2019attribution d\u2019un compl\u00e9ment individuel <\/span><b><span style=\"font-size: medium\">doivent \u00eatre clairement \u00e9nonc\u00e9s<\/span><\/b><span style=\"font-family: Times New Roman,Times New Roman;font-size: medium\">. <\/span><\/p>\n<p><strong>Le SNIRS souligne que le flou entourant l\u2019attribution de compl\u00e9ments individuels est une des principales sources d\u2019incompr\u00e9hension voire de malaise au sein d\u2019un collectif de travail et qu\u2019il s\u2019agit l\u00e0 d\u2019une des principales cause d\u2019opposition au principe de la politique indemnitaire.<\/strong><\/p>\n<p><strong>Les organisations syndicales et la Direction ont d\u2019ailleurs soulign\u00e9 \u00e0 plusieurs reprises, et notamment au cours des r\u00e9unions du pr\u00e9-CT du 19\/02\/2015 et du CT du 10 mars 2015, qu\u2019il existe des diff\u00e9rences \u00e9normes entre les tr\u00e8s hauts et tr\u00e8s bas indices. Il faudra dans tous les cas, lors de la mise en place du RIFSEEP et du PPCR, veiller \u00e0 lisser ces disparit\u00e9s qui ne sont pas toujours expliqu\u00e9es ni justifi\u00e9es et conduisent actuellement \u00e0 de r\u00e9elles in\u00e9galit\u00e9s<\/strong>.<\/p>\n<p><strong>Enfin, le SNIRS, fid\u00e8le \u00e0 ses valeurs, se veut avant tout force de proposition et non d\u2019opposition syst\u00e9matique<\/strong>.<\/p>\n<p><strong>El\u00e9ments de r\u00e9flexions concernant les chercheurs<\/strong><\/p>\n<p>Un constat s\u2019impose : les chercheurs (et, dans une moindre mesure, les enseignants-chercheurs) sont victimes d\u2019une injustice flagrante lorsqu\u2019on compare leurs compl\u00e9ments indemnitaires de r\u00e9mun\u00e9ration par rapport aux autres cadres sup\u00e9rieurs de la fonction publique.<\/p>\n<p><span style=\"font-family: Times New Roman,Times New Roman;font-size: medium\">Dans son rapport de 2015, la Cour des Comptes note que le taux de prime est de 13 % dans les m\u00e9tiers de la recherche et de l\u2019enseignement sup\u00e9rieur alors qu\u2019il atteint 53 % pour l\u2019ensemble des corps de fonctionnaires de cat\u00e9gorie A+.
